SAAGO Final Project Report Presentation Meeting

On August 29, ACP’s SAAGO team presented the results from their 20 month technical assistance project.  This project, which was funded by USTDA and The Boeing Company, focused on increasing system efficiency and capacity while maintaining safety at Pudong and Hongqiao Airports.  The US team was led by The Boeing Company with support from the FAA,  Landrum & Brown, Honeywell, and US airlines—UA, Delta, American, Polar Air Cargo, UPS and FedEx. The US team presented several key recommendations to help improve operational efficiency and to reduce delays in Shanghai.

The August 29 Senior Level Briefing included ATMB DG Che Jinjun;  ATMB DDG Zhang Jianqiang; CAAC Flight Standard Department Deputy Assistant Director General Tu Weijun; CAAC East China Regional Administration Deputy Director Zhang Zhenyu; East China ATMB DG Yu Bo; and Shanghai Airport Group VP Zhou Junlong.  The US delegation was led by President of Boeing China and ACP Co-Chair Sherry Carbary, Consul General Sean Stein, FAA Regional Director Asia-Pacific Region Carey Fagan, and USTDA Director of Program Management, East Asia Region Steve Winkates.

The leaders opined that ACP was an excellent platform for both sides to work together to share best practices to help advance China’s aviation development.  The Chinese stakeholders also expressed their deep appreciation for all the hard work and commitment to the success of this project by the US project team. The ACP SAAGO team will soon finalize their 600 plus page report. ACP will then distribute the key findings and recommendations to ACP’s membership.

With this message, ACP staff wishes to thank everyone for their contributions to this project and helping to advance the extremely important US-China aviation relationship.  ACP will closely monitor and report any progress by CAAC/ATMB to implement SAAGO project recommendations, including China’s national airspace modernization plans.
